As long as these people park in the spots during times that there were no construction deliveries scheduled, it was totally okay. This was rather considerate of the foreman to allow, seeing as legally, parking in those spots was illegal for everyone other than the workers themselves. The foreman didn’t complain about this so long as it didn’t affect his work. However, there were people who abused this chance.

As we’ve said, the foreman had no problem with people parking in the reserved spots occasionally when the workers weren’t there. However, it’s difficult – or rather impossible – to inform people ahead of time not to park in those spots when there is a scheduled delivery. The foreman would normally ask drivers who happen to be there to move their cars out due to the arriving delivery. Most of the drivers immediately responded and would park elsewhere. Except for this one woman.
